This handwritten document is dated 6/25/1878, and directs the Secretary of State to affix the Seal of the United States to a warrant for the pardon of “William Smith." Hayes’ authorizing signature rates as (“7.5”) and the tan, twice-folded page is clean, with neat writing. Professionally mounted in a 21 x 16-1/2” frame with elegant linen matting, this document is accompanied by a portrait photo of Hayes, and a brass title plate.
